The CitySchoolsLIVE Operations, Finance and Facilities Committee met on September 29, 2026, for its first meeting under the new committee structure. Staff reported on the Administrative Modernization Project (AMP), which uses Oracle Fusion and UKG to modernize finance, payroll, and human-capital processes. Following its December go-live, the district reported faster hiring and payroll processing, while acknowledging and resolving summer integration and pay issues. The applicant tracking system implementation is deferred until 2028; the HR help desk, grievance tracking, and budget application remain on hold pending system stabilization and planning. Staff said the district has turned off the former EBS system, eliminating $1.7 million in licensing costs and $400,000 in maintenance and update costs, but noted that Oracle Fusion expenses offset some savings. A commissioner requested a follow-up accounting of system-related savings and when they may appear in the budget; staff also agreed to provide clearer measures of AMP’s success. No contract award or procurement vote was reported.

Finance presented the high-level FY2028 budget development calendar, including a public presentation planned for April 7 and a board vote planned for May 5; no budget allocation was approved at this meeting. Human Capital reported that temporary employees decreased from 1,134 to 961 and related spending fell from $27.8 million to $23.2 million, a 15.3% reduction in headcount. The committee discussed school-level use of temporary staff, compliance monitoring, and whether temporary roles have transitioned to permanent positions; staff said the latter analysis is not currently conducted. The meeting included discussion of revised temporary-employment policy procedures and tracking, but no votes or spending actions were recorded.
