The Indian River County Board of County Commissioners’ regular meeting on October 6, 2026, included several spending and contract-related actions. The board approved a revised Blue Cross Blue Shield administrative services agreement option that keeps the fee at $48.47 per employee per month and reduces the county’s annual wellness contribution from $50,000 to $37,250. It approved Sandridge Golf Club event and wedding pricing, with conference-room rental pricing held for further review, and approved a change order for replacement of a golf-course bulkhead; no change-order amount was stated. The board also approved an easement for FPL to provide power for equipment at the Gifford Customer Convenience Center, with an estimated project allowance of about $40,000. For the Emerson Oaks development, the board unanimously advanced a first amendment to the Pulte Home Company agreement for county road improvements estimated at $1,792,618.73, less a $17,000 public-benefit credit; staff cited at least 10% savings and reduced traffic disruption. A second public hearing was scheduled for October 20, so the amendment was not finally approved at this meeting.

The board adopted an expedited-permitting ordinance for qualifying affordable-housing and economic-development projects, and approved updates to the county’s economic-development ad valorem tax exemption code. It also approved land-development amendments providing qualifying affordable and workforce housing density bonuses of up to 20% and certain landscaping flexibility. The 2026 Beach Preservation Plan was adopted, and the board approved a license agreement for additional citrus-crate-label signs in county locations. A proposed hospital near State Road 60 and 66th Avenue was discussed, including possible five-story/80-foot height and larger building allowances, but no action was taken; the proposal would require further applications and public hearings. No vendor selection or new major construction contract award was identified.
