At its October 6, 2026 meeting, the Grand Forks County Board of Commissioners unanimously approved several procurement and spending items. The Sheriff’s Office received approval to accept a fully funded $51,804 statewide law-enforcement overtime grant, renew its Guardian RFID jail-management agreement at about $20,000 annually with a 3.5% escalator, and renew its SCRAM alcohol-monitoring agreement; the SCRAM contract’s cost was not stated. The Board also approved the State’s Attorney’s digital evidence management system contract, with $25,000 budgeted for 2027 and the remaining annual cost to be paid from asset-forfeiture funds. Separately, it approved a $20,000 use of state Enhanced Use Lease infrastructure grant funds for additional taxiway striping under Grand Sky’s existing project contract. The County Administrator reported that ADA digital-compliance systems had been procured for $8,000 in 2026 and $5,175 in 2027 using risk-management funds.

The Board approved 2027 service agreements with the Red River Children’s Advocacy Center, Safe Kids, Community Service and Restitution, and Circle of Friends, without stating amounts. It also raised the County Administrator’s purchase-approval limit from $10,000 to $50,000; purchases between $25,000 and $50,000 are to be reported to the Board. A proposed Grand Sky Fire Station agreement was tabled for language revisions. The Board discussed a possible court-facilities improvement grant, under which the state would cover 75% and the County 25%, but no application approval was taken at this meeting. Other notable discussion included employee health-insurance contribution options and a potential bridge project; no new procurement decision was made on either topic.
