Jersey City Municipal Caucus meeting, October 5, 2026: Council members reviewed resolutions expected for a subsequent council meeting; no votes or contract awards were made at this caucus. Procurement and spending discussions included a proposed competitive-bid contract with Sims Metal for recycling-material disposal; a proposed $200,000 allocation from surplus capital for snow-removal equipment suited to narrow streets and bike lanes; and a custom outreach bus acquired through a successful bidding process, funded with CDBG-CV money originally allocated at slightly over $509,000. The bus bid was below that amount, and the city had repurposed the excess funding. Officials also discussed a proposed professional-services contract with Kiers Engineering for required monitoring and maintenance at the PJP landfill, and on-call community-engagement services using operating funds. Mercer Planning Associates and Teral Group were identified among firms considered for outreach work. A proposed electronic tax-sale service was estimated at about $50,000, or $12 per certificate; members requested budget-account information. The proposed accelerated tax sale, which officials said could provide roughly $7 million in cash flow, remained under discussion amid questions about impacts on property owners and requests for additional financial information.

Other funding and contracting matters included a $3.3 million 2026 WIC-related budget insertion, additional county funding for Meals on Wheels, and a Sustainable Jersey reimbursement grant for climate-resilience coordination. Members discussed a potential future RFP and ground lease associated with a senior affordable-housing redevelopment proposal, but no developer had been designated. The administration also described five amendments to law-department professional-services agreements following adoption of the budget, including an amendment for Hunt Hamlin and Ridley, as well as three resolutions for pre-2026 claims. A resolution concerning an additional range instructor and Port Authority use of the city training facility was discussed: the proposed position’s salary was about $41,500, while facility fees could generate approximately $200,000 annually once fully operational.
