The Pontiac City Council’s regular meeting on October 6, 2026, included several project-financing and infrastructure actions. Council approved a resolution subordinating the city’s mortgage on Lighthouse, Michigan’s property to PNC Bank, supporting financing for a campus expansion described as a $20 million-plus investment; staff said PNC’s financing was $5.8 million and the city’s remaining interest would be forgiven after the affordability period, assuming compliance. Officials reported that Pontiac had obligated all $37.7 million in ARPA funding by the federal deadline and had spent $33.1 million as of September; after another $500,000 in parks invoices, about $4.1 million remained to be reobligated. Possible uses included eligible, previously completed work, such as parks, home repairs, stormwater, and the McCarroll School site. No reobligation decision was made at this meeting; a formal resolution was anticipated for a later meeting, with a budget amendment to follow. Council also approved corrective parcel-related resolutions connected to Williams International and Fanuc America projects, and approved the first reading of a zoning amendment for a community living home. A separate motion to postpone property-transfer penalty waiver decisions pending finance-department clarification passed. No new procurement solicitation or contract award was identified.
