The O’Fallon City Council held a workshop and regular meeting on July 23, 2026. Council approved Bill 7874, an intergovernmental agreement with the St. Charles City-County Library District for library services and community programs; the agreement provides for a $1,000 payment from each participating entity and has a three-year term with annual renewals. Council also advanced and approved Bill 7877, an agreement allowing Cottleville to participate in O’Fallon’s Drone as First Responder program. Staff had requested expedited readings so the agreement could take effect August 1 rather than September 1. The council discussed, but did not decide, a proposed backyard-chicken ordinance; members raised permitting, lot-size, inspection, enforcement, and city-cost concerns. Bill 7876, proposing a moratorium on processing applications for new multifamily housing, received a first reading only.
The council approved the FY 2026–2030 Community Development Block Grant consolidated plan and FY 2026 annual action plan by a 9–0 vote. Staff said the plan includes radon testing and potential mitigation, and requested continued use of Project HOME funds until HUD funds are secured. The city administrator also reported that a failed water well pump required an urgent repair, estimated at $28,000–$40,000, with repairs underway; no council spending vote was reported. The St. Charles County Economic Development Council gave its annual update, including an approximate $3 million annual budget, about 10% supported by local-government contracts, and reported O’Fallon impacts of $16.5 million in investment and 158 jobs through its financing program.
