The August 27, 2026 O’Fallon City Council workshop and meeting included a pavement-funding discussion and several contract approvals. Staff outlined the city’s goal of increasing pavement funding by 25% annually, reviewed projected shortfalls in the 2027–2029 budgets, and presented possible funding sources, including reallocations from underspent capital projects, fees, and tax options. Council members emphasized examining budget tradeoffs before considering new fees or taxes. Staff said approximately $300,000 for a roundabout project would come from other capital projects that finished under budget, rather than from annual road-improvement funds. Council also identified a $10,000 discrepancy in the ChemX change-order documents; staff confirmed the correct amount was $247,355, not $257,335, and said the resolution would be corrected.

The council approved construction services agreements with Infrastructure Management Inc. for Main Street Phase 3 (approximately $4.65 million) and Brewster Companies Inc. for the Third Street parking project ($238,580). It also approved an Ameren Missouri electrical-line relocation agreement (approximately $219,129; the transcript’s amount is garbled) and a ChemX Inc. change order for reverse-osmosis and water-treatment-plant improvements at $247,355. The council approved an intergovernmental agreement for O’Fallon’s drone-as-first-responder program with Lake St. Louis; staff said it would confirm any ongoing costs. No decision was made on the pavement-funding options presented at the workshop.
