The O’Fallon City Council held a special session on October 15, 2026, to review the proposed FY 2027 budget. The proposal includes substantial capital spending, with approximately $6.5 million from the Street and Road Improvement Fund and $4.5 million from the Police and Road Improvement Use Tax Fund for street and road work, including $900,000 for a new arterial pavement maintenance program, $1.2 million for West Terra resurfacing, and $600,000 for the Bryan Road/Veterans Memorial Parkway intersection. The water and wastewater budget includes $9.9 million in projects, including $8 million for sludge dewatering. Other capital proposals discussed included City Hall ADA entry improvements ($558,000), parks and facility upgrades, police equipment and vehicle replacements, and a $10,000 communications mobile-app allowance. The proposed citywide budget showed about $138 million in revenue and $144 million in expenditures, with staff explaining that reserves support capital spending and that some fund balances may dip temporarily.
Procurement-related items included an active RFP for a replacement voice-services provider after the current agreement expires next June; staff expects to recommend a provider in December or January. Environmental Services plans to bid its transfer-station contract, which is nearing the end of its roughly 10-year term, and the paratransit service was also out to bid. The IT department estimated the 2027 computer refresh at just under $100,000 and noted that bids could exceed estimates; staff is also assessing whether to expand a 25-person Microsoft Copilot pilot. Council discussed proposed spending and budget priorities, but did not approve the FY 2027 budget or a contract award during this session. The only clear motion recorded was for a recess; staff will follow up on council questions before the next budget meeting. A proposed resolution to shift credit-card processing fees from the city to users was expected to come forward separately, not adopted at this meeting.
