The City of Worcester Conservation Commission met on October 5, 2026, to conduct wetlands hearings, review project changes, and address enforcement matters. No procurement activity, contract awards, purchasing decisions, or government spending allocations were identified. The Commission approved continuances for three hearings; issued a positive 2A determination for Providence and Worcester Railroad vegetation-management resource-area boundaries and negative determinations for 1 Outlook Drive; and approved orders of conditions for projects at 278 Grove Street, 42 First Street/35 Second Street, and 6 Walburn Street. Those conditions included erosion and sediment controls, stormwater measures, revised plans, and construction monitoring. The Commission also approved changes to the 1511 Main Street Kettlebrook Lofts project, including reduced impervious area near resource areas and relocating drainage outfalls and a dumpster pad.
The Commission lifted several enforcement orders after restoration requirements were met, ratified amended enforcement orders for other sites, and directed the owner of 11 Holden Street to submit a plan to move a deck outside the 30-foot buffer. Members discussed possible fines for continued noncompliance at 342 Lake Avenue, with staff to notify the owner that fines could be considered at the next meeting. Staff reported that a revised wetlands ordinance and fee structure was nearing a draft for Commission review; this may affect future local permitting, but no procurement policy or vendor opportunity was discussed.
