Scottsdale City Council’s special, work-study, and regular meetings on October 6, 2026 included an executive session for legal advice concerning the proposed North Side Apartments adaptive-reuse project and a possible statutory complaint. In procurement and budget matters, the council approved consent items 1–6 and 8–14, including a $60,000 transfer from contingency to contractual services for a CPA consulting firm to assist the City Treasurer’s Office with GASB implementation, and a budget reclassification for contractual training with no overall increase. The Neighborhood Advisory Commission reported allocating nearly $10,000 through its enhancement grant program, including $5,300 for a neighborhood monument-sign repair. The council also approved a 10-year public art plan; its recommendations include improving coordination on capital projects and planning for future artwork maintenance, but no specific contract award or dollar amount was presented.
The Police Department presented on its Flock Safety automated license plate reader system; the current contract began in 2023 and runs through June 2028. After public comment and council discussion about public safety, privacy, data retention, audits, and vendor controls, the council directed staff to prepare a proposed ordinance and related safeguards for a future meeting, including limits on federal data access subject to lawful or exigent circumstances. The discussion did not result in a vote to cancel or renew the contract or a final ordinance. Other presentations covered preserve and transportation capital-planning needs, library services (including four purchased VR headsets and a 3D-printing service), and fire-service cancer screening, for which the Fire Chief said a future budget request may be forthcoming.
