The City of Columbia Executive Management Committee met on October 6, 2026. Members approved the August 3 and September 1, 2026 meeting minutes. The main discussion was an educational review of city financing options and the considerations governing future capital projects, including legal debt limits, tax and bond covenants, project life, repayment capacity, public transparency, and the balance between cash, grants, and borrowing. Staff discussed developing a multiyear capital and financing model, including a potential ten-year public-safety plan and the possibility of voter-approved bonds for capital expenditures; no referendum or financing plan was approved at this meeting.
The presentation covered PAYGO funding, grants, general obligation and revenue bonds, installment purchase revenue bonds, and public offerings versus private placements. Staff said the city manages approximately $250 million in grants, noted a $58 million project with at least $9.5 million in grant commitments and potentially more, and reported that two grant-writing consultants are under contract. An equipment-lease RFP was out, with bids expected the following Wednesday; no award was made. Staff also anticipated another bond issue of roughly $70 million this year, and reviewed existing debt and financing capacity, including approximately $50.7 million in available legal general-obligation debt margin. The committee discussed aligning future grants and financing with identified priorities and accounting for long-term operating, maintenance, and compliance costs.
