The City of Dunedin Commission workshop on October 6, 2026, reviewed implementation of the Public Works efficiency study, the Gladys Douglas Preserve Phase II design, and the closeout of federal ARPA funding. Public Works reported approximately $1.3 million in realized savings and a 13% productivity improvement, with additional estimated value from efficiency gains. The work-management system, Mainstar, was competitively procured for about $150,000; staff described ongoing implementation and future opportunities to compare in-house work with contracted services. Commissioners requested further detail on realized costs and savings and asked staff to demonstrate preventive-maintenance scheduling. No formal procurement vote was recorded during the workshop.
For the Gladys Douglas Preserve, staff presented Phase II design concepts and estimated construction costs, noting that site work is the largest cost component and the project exceeds the current budget. Commissioners generally supported moving toward a competitive bid with add alternates so costs and options can be assessed; no formal vote was recorded. The commission also reviewed ARPA closeout: staff proposed transferring about $382,000 in remaining grant funds to the General Fund for eligible general-government costs, including a sheriff’s contract payment, while the General Fund continues to cover remaining Highlander aquatic complex design costs. The ARPA spending deadline is December 31, 2026; about $555,000 in unassigned interest earnings has no spending deadline and will be considered through future budget decisions.
