The City of Pflugerville Planning and Zoning Commission met on October 5, 2026. The main procurement- and capital-related discussion was a presentation on the proposed FY 2028β2032 Capital Improvement Plan (CIP), covering drainage, facilities, and reclaimed water. No CIP projects or contracts were approved at this meeting; commissioners gave feedback for staff to incorporate into later plan iterations, including requests for the prior CIP materials, clearer identification of changes, and a project-prioritization rationale. Staff said it is reviewing ways to coordinate overlapping utility, drainage, and roadway work, and will assess funding implications with Finance in a later presentation. Drainage projects already approved for FY 2027 are expected to move into design, with staff aiming to bring related contracts to City Council before Thanksgiving. The discussion also covered a reclaimed-water master plan update to evaluate system options and their financial implications, and a proposed library renovation of about $100,000 to defer a library expansion estimated at more than $30 million. Staff said a contract for design of a new PAWS animal shelter was being prepared for City Council consideration, while an Emanuel Road construction project had already been awarded.
The commission approved the prior meeting minutes and the FY 2027 meeting schedule by consent. It removed the preliminary plan for Cameron Ranch Subdivision Revision 1, a 120.21-acre tract, from the consent agenda and approved it after discussion, with a condition to reconcile inconsistencies in the planβs single-family lot and phasing totals; follow-up answers were requested on drainage calculations. The meeting also referenced the approximately $191 million in bonds approved by voters in 2020 as background on ongoing infrastructure work, not as a new funding decision. No new bid award or procurement authorization was made during the meeting.
