At the October 5, 2026, Muncie City Council meeting, the council adopted the 2027 Muncie Transit System budget and Sanitary District budget, each by a 7–0 vote. It also adopted the 2027 city budget as amended, 7–0. The budget had been unanimously recommended by the finance committee as balanced with significant cash on hand. The controller said the proposal assumed a 5% employee raise, subject to union negotiations. Four amendments capping specific proposed salaries at a 5% increase passed 4–3 each; a separate amendment to the city clerk salary line passed 7–0. No contract awards or vendor selections were made. During discussion of the MITS budget, the general manager said the board has five members, with three appointed by council and two by the mayor, and that the board solicits and evaluates proposals for its attorney through an RFP process.

The council also approved a zoning change, 7–0, for a split-zoned property at the southwest corner of East Riggan Road and Old State Road, allowing it to be zoned for variety business; the representative said a convenience store was planned. An ordinance requiring “In God We Trust” decals on city police and fire vehicles failed, with 3 votes in favor and 4 opposed. The mayor cited a total estimated cost of $1,200 and said anonymous donors were willing to pay, while public commenters raised concerns about cost and inclusion. The council introduced an ordinance to vacate an alley in the Heath Place Addition, 7–0. No procurement award or purchasing approval was identified.
