At the Cabarrus County Board of Commissioners’ October 5, 2026 work session, Sheriff Van Shaw presented the county’s use of Flock license-plate readers. The Sheriff’s Office has nine LPR cameras and one live-stream camera, limits system access to 15 users, retains LPR data for seven days, and requires an active investigation or documented incident for searches. Shaw said Flock is preparing contract language for county attorney review to remove provisions allowing use of county data to improve the vendor’s products; no contract amendment was approved at this session. Commissioners discussed audits, data sharing, oversight, and safeguards, with the chair suggesting a future review of the program.

Several spending and administrative items were advanced to the consent agenda, including acceptance of a $1,500 North Carolina Recreation and Park Association grant with no local match; Medicaid-related funding of just under $685,000 for contracted assistance and overtime; and an additional $73,767 in rural transportation operating funds with no match. The board also approved state-funded one-time bonuses for 244 sworn law-enforcement officers, with the county to pay first and receive reimbursement. For a potential permanent stage at Rob Wallace Park, the proposed change would make the Town of Midland responsible for administering and financing the engineering and design contract; construction would still require later county approval. Other items advanced included donating a surplus Ford F-250 to Midland Fire and Rescue and transferring the Cottle Creek water treatment plant property to Concord. No vendor award or new construction approval was made.
