At the October 5, 2026, Las Cruces City Council meeting, the council unanimously approved Resolution 27-061 authorizing a bulk-fuel purchase agreement with Sanco Oil LLC of Deming, using New Mexico State Purchasing Division contract 50-8500-25-17139 AE. The agreement may run through June 12, 2029, with combined annual spending for Sanco and existing supplier Rio Valley Biofuels LLC capped at $1.5 million plus applicable taxes, subject to budget appropriations. Staff said fuel prices fluctuate daily. The council also considered renewal of the city’s Microsoft enterprise agreement, contract 2024056-01, with a requested limit of $1.25 million annually plus taxes and a possible term through July 1, 2034; the transcript does not capture a vote on that item.

The council unanimously adopted the 2026 Doña Ana Multi-Jurisdictional Hazard Mitigation Plan, which sets regional mitigation priorities for five years and supports eligibility for certain FEMA mitigation funding; no specific funding allocation was presented. In a downtown Tax Increment Development District discussion, officials outlined possible future investments in connectivity, public spaces, housing, streets, lighting, and other projects, with project plans and funding strategies to be developed for a later meeting—no spending or contracts were approved. The council also unanimously passed an amended copper-theft ordinance with additional reporting and enforcement requirements for metal dealers, and approved several liquor-license ownership transfers; neither involved city contract awards.
