The City of Grand Rapids’ Tuesday morning committee meetings on October 6, 2026, approved several agreements and capital-related items. The Fiscal Committee considered an agreement with the Michigan Green Building Collaborative to accept outside grant funding for a sustainability staff position, a $70,000 agreement with Seaffort PR and Carbon Stories for a college-access marketing and engagement campaign, and a budget transfer to support construction at Cesar Chavez Hall. The City also approved a contract with Kentwood Excavating Inc. for stormwater outfall replacement; three bids were received and the low bid was about $8,500 below the engineer’s estimate. A separate Water Resource Recovery Facility substation replacement was approved, with a stated amount of $1,748,800 and a not-to-exceed total of $2,141,755, funded through the sewer system fund. Other development and spending-related matters included resolutions advancing zoning changes to enable multifamily housing, and 10-year OPRA tax abatements for projects at 2130 Plainfield and 1024 MLK. The Plainfield project includes four apartments and commercial space, with about $900,000 of its $1.1 million construction costs directed to local, minority-owned, and women-owned enterprises; the MLK project is a childcare and community-use facility with investment above $1 million. The Commission also approved a revised intergovernmental agreement for countywide 911 services, restoring $400,000 in funding and directing resources toward dispatch technology and capital needs, including future CAD and call-handling replacements and cybersecurity improvements; the existing bond payment of $1.65 million annually is expected to end after payoff.
