The City of Flagstaff Airport Commission meeting on September 30, 2026, included an informational presentation on Propositions 404 and 405, public-safety funding measures scheduled for the November 3 ballot. Proposition 404 would impose a half-cent sales tax, projected to generate $18.2 million over 15 years, primarily to fund ongoing staffing; the city said the proposals together address a public-safety plan narrowed from more than $500 million in identified needs to about $328 million. Proposition 405 would support one-time costs through a proposed $40 million general-obligation bond, with about $15 million in development impact fees also expected to be eligible for included expenses. The presentation described potential spending on facility construction or expansion, vehicles, emergency radios, computers, cardiac monitors, and other equipment, alongside additional positions across fire, police, airport rescue and firefighting, and emergency management. Airport impacts discussed included adding three ARFF personnel and establishing sustainable funding for required ARFF and law-enforcement coverage. No contract awards, RFPs, vendor selections, or procurement approvals were reported; the commission’s discussion was informational, and no action on the ballot measures was taken.
The commission also reviewed airport activity: August 2026 passenger boardings were up 17.6% year over year, parking revenue reached a record $58,958, aircraft operations were down 27.3%, and fuel flow was down 41.4%. Commissioners approved the previous meeting’s minutes by motion and second, with no opposing votes. No public comment was offered.
