The Greenville City Council’s October 5, 2026 meeting approved its consent agenda, including an award of an on-call engineering and architectural services contract to Kimley-Horn; no contract amount was stated. The council also approved a resolution authorizing an application to the U.S. Department of Transportation’s FY 2024–2026 PROTECT discretionary grant program for planning and engineering work on the city-owned Lake Ellsworth Dam. Staff said the planning grant would have a 100% federal share, with no local match, and would assess dam and outlet-pipe conditions, identify needed repairs, and develop a construction estimate and design. The discussion cited an estimated cost of about $500,000 for the study; the resolution passed 6–0.

The council also approved Budget Ordinance Amendment No. 3, which recognizes $2,000 in donations, adds a little over $1.3 million to the housing fund, adds two sanitation positions for litter patrol with no net change to that fund, and reallocates funding for stormwater capital projects. Staff said grants supporting those projects total nearly $28 million. The budget amendment passed 6–0. No other procurement awards or contract amounts were specified.
