A proposed, budget-neutral amendment is expected to be formally offered at second reading: adding $10,000 for a council intern program, offset by a $10,000 reduction in the City Attorney’s general-fund outside legal services budget. The 2027 budget also proposes two City Attorney’s Office positions, subject to ongoing evaluation. Staff said hiring is being restricted to critical or revenue-generating positions, and departments are managing capital work within reduced resources.
