The City of Saint Paul Housing and Redevelopment Authority meeting on October 7, 2026, included staff presentations on 2027 low-income housing tax credits, Afton View Apartments financing, and early tax increment financing (TIF) district decertification. Staff recommended reserving the 2027 9% tax credits for Beacon Interfaith’s Aragon project, a proposed 53-unit development, with $1.35 million in requested city gap financing; the project was estimated to generate nearly $20 million in tax-credit equity. The competing Highland Bridge Phase Three proposal from PPL would create 59 units and requested $2 million in city gap financing. Commissioners discussed the scoring criteria, and the item was scheduled to return October 14; no reservation vote was taken at this meeting.
For Afton View Apartments, staff presented Terrene Development Partners’ request to issue up to $20.5 million in multifamily conduit revenue bonds to finance rehabilitation of the 286-unit property and preserve affordability, including project-based vouchers. The request also includes waivers of the HRA maximum developer-fee guideline and part of the city’s sustainable building requirements; commissioners questioned the developer-fee increase, resident engagement, and construction communications. The bond issuance and waivers were expected to return October 14, with no vote taken. Staff also outlined proposed early TIF actions, including closing one district early and removing parcels from two others as outstanding obligations permit, releasing tax capacity to the tax base; the presentation cited obligations including $3.1 million, $2.5 million, and $20.5 million in TIF-related financing. The meeting’s minutes were approved 5–0. No substantive procurement awards or contract approvals were recorded.
