The City of Little Rock Board of Directors meeting on October 5, 2026, approved its consent agenda, authorizing multiple contracts and amendments. Procurement items included increasing RPPY Architects’ contract for the Little Rock School District courts building project to a total not to exceed $1,304,800; a $17,000 change-order increase to WD&D Architects’ Little Rock Zoo entry project; a contract with Vines Brookshire for Zoo marketing and public relations services capped at $300,000; and a contract with Hasty Awards for 2027 Little Rock Marathon finisher medals capped at approximately $50,763.90. The board also approved Bradford Morris Construction’s $659,000 employee health clinic contract with a $131,800 contingency, and a legal-services agreement with Ride, Lindsay & Jennings capped at $150,000 for work related to the city’s participation in the Clinton sustainability energy district. The consent agenda included Safe Streets for All engineering services and multiple 2027 employee-benefit and insurance contracts, including agreements with Delta Dental ($1.5 million), Symetra Life Insurance ($845,000 for group coverage), and other insurers and service providers. Director Phillips recused from the vote on the legal-services resolution. The board also approved an amendment to authorize sale of land to the Arkansas State Highway Commission for right-of-way purposes.
The board heard first readings, but took no final action, on a proposed contract with Bell Chevrolet capped at $169,525 for five electric vehicles and on a proposed ordinance authorizing up to $17 million in waste-disposal revenue bonds to finance vehicles and equipment. A separate public-hearing item also received a first reading for financing city waste-collection and disposal system vehicles and equipment, with a maximum aggregate principal amount of $17 million; a question was raised about whether the trucks would have air conditioning. The meeting recessed until the following Tuesday, leaving these matters for further consideration. The meeting also included a Fire Prevention Week proclamation and appointments to boards and commissions.
