The City of Nampa City Council held its regular meeting on October 5, 2026. Procurement and spending actions included approval of a direct-selection contract award to L2 Excavation for the FY26 annual aerial replacement project, not to exceed $1,018,342.79; the amount was partially included in the FY27 budget, with the remainder pending budget approval. Council also approved $4,882,253 for vehicles and equipment (excluding golf-related vehicles and equipment) and a $283,193 transportation funding agreement with Valley Regional Transit. The council approved a 20-year extension of Intermountain Gas Company’s franchise agreement. A software renewal was discussed as a proposed sole-source purchase; staff planned to bring it to the October 15 workshop and publish notice for at least 14 days, with renewal targeted before the October 30 expiration. It was not approved at this meeting.

Public Works reported on multiple street and multimodal projects, including design work, grant funding, and an overall program budget that was about 52% spent at the end of August. Council also approved annexation and light-industrial zoning for two parcels at 22 North Happy Valley Road for a proposed Western Specialties facility, with an added condition requiring an eight-foot fence along the east boundary that is not chain link; the vote was decided by the mayor’s tie-breaking vote. Public comments raised concerns about food-truck regulations, but no related purchasing or contracting action was taken.
