The City of Caldwell regular City Council meeting was held October 5, 2026. The council approved a 10-year, $6.7 million Axon contract by a 4–1 vote, covering body cameras, tasers, drones, evidence storage and software, and automated license-plate reader (ALPR) technology. The police department said the proposal would expand stationary ALPRs from 45 to 65; the package also includes drone equipment and technology refreshes. The approved contract language allows the city to terminate the ALPR portion without liability and receive a prorated refund if a change in law prevents its use. Council discussion focused on privacy, oversight, contract duration, and alternatives; one council member opposed approval and advocated for public input before expanding ALPR use.
The council also approved a lane-mile-based distribution formula for a proposed Canyon County vehicle-registration fee ballot measure; voters will decide the measure, and the formula applies only if all 13 local agencies approve it. The potential revenue was described as about $4.4 million annually countywide, with Caldwell’s allocation expected to increase by roughly $200,000 under the proposed formula. A parks and pathways master plan consultant presented its process, including future capital-improvement recommendations. Staff reported that an RFP for the Kimball Bridge design process was being prepared, with no award made. Water-system capacity and possible well, tank, and pipeline investments were discussed; a developer-funded well reimbursement agreement is under legal review, but no related spending action was taken. The council also approved the Local Improvement District 24-2 assessment roll and routine financial payments, including about $4.80 million in accounts payable and $1.05 million in payroll.
