At the October 5, 2026 regular meeting of the Gaithersburg Mayor and City Council, the council considered two procurement items for the future municipal building at 12 South Summit Avenue. It approved 5–0 an award to Exelon doing business as Pepco for $494,975 to relocate and underground utility facilities near the building and plaza; the work is funded in the FY27 capital improvement budget. The council did not approve the proposed construction contract amendment for the renovation: it voted 3–2 to table the item until October 19, pending further information, including a price analysis and clearer documentation of scope and cost. The amendment would add $24,755,523 in construction services to the existing $97,000 preconstruction contract with Plano Calen LLC, for a proposed total of $24,852,523. Staff described the project’s contingencies and monthly reporting plan, and said the project is budgeted in FY27.

The council also discussed legislative priorities, including a statutory change to exempt employers with equivalent paid-leave plans from state-plan contributions, and support for legislation to improve coordination and permitting timelines for housing and other development. Staff proposed seeking state bond funding for historic restoration, with an estimated project cost of about $450,000; no vote on these priorities was recorded. Other discussion included local commercial real-estate conditions and a public comment about e-scooter safety. No other procurement actions were identified.
