10.5.26 Commissioners' Meeting (9:00am)

The Nash County Board of Commissioners’ regular meeting was called to order on October 5, 2026. Procurement and infrastructure actions included awarding a pre-event disaster debris removal services contract to DRC Emergency Services, selected through an RFP evaluation of nine firms. The five-year standby contract will provide services only as needed through task orders; no contract value was stated. Commissioners also approved a final change order for the county rail-site water main extension, reducing the contract by $120,528.80 to a revised amount of $813,447.20, and approved a $78,881.71 change order for the Med Park building renovation, adding up to 30 days to the schedule. The board approved a $120,000 transfer from the courthouse project to Med Park and several project budget amendments, including allocation of $299,897 in ARPA interest earnings to Northern Nash Water System Improvements Phase 2. A $16.745 million state water-infrastructure grant and related project-fund transfers were also discussed.

The board approved submitting an application for up to $950,000 in Community Development Block Grant neighborhood revitalization funds for housing rehabilitation or reconstruction, and approved a $273,000 home-repair project budget funded through the North Carolina Housing Finance Agency. It also adopted a resolution opposing the proposed sale of Rocky Mount’s water and wastewater system to American Water, whose offer was described during the meeting as approximately $174.6–$176 million; commissioners cited Nash County’s reliance on the system and potential impacts on rates, supply, and economic development. Separately, the board approved a letter requesting delay of the SNAP benefit cost-sharing implementation. No county contract award to American Water was considered.
