At its October 5, 2026 meeting, the Burlington City Council approved the Fire Department’s 2026–2030 strategic plan and, in a separate vote, authorized purchase of a chipper for the Forestry Division. The chipper was budgeted at $80,250 in the FY2027 capital improvement program, with an expected $12,000 trade-in; an updated quote was $14,750 higher than the prior fall. Staff reported anticipated sale/trade-in proceeds of about $18,200 and said the required contribution from the sales-tax fund balance had fallen from $10,250 to $8,550. The council approved the purchase. The consent agenda also included an interlocal agreement with Des Moines County for a 2026 Justice Assistance Grant award and a memorandum of understanding for continued use of county recycling containers; the transcript does not provide the grant amount.
The council also approved an agreement related to historic preservation for the planned Cascade Ravine bridge, a step toward required environmental clearance. Staff said the project is expected to go out to bid through the Iowa DOT in late winter or early spring, with construction anticipated in late spring or early summer; no construction award or project cost was announced. The consent agenda set upcoming public hearings concerning a property sale, a right-of-way encroachment, and an urban renewal plan amendment. Staff also anticipated bringing forward tax-increment-financing redevelopment agreements in the coming month. No other specific procurement awards or spending decisions were identified.
