The City of Palo Alto Human Relations Commission met on October 8, 2026. The main funding-related item was the upcoming Human Services Resource Allocation Process (HISRAP): commissioners approved seven priority areas—homeless services, housing support, disability services, older adults and caregivers, youth and caregivers, food and nutrition, and mental and physical health—and discussed a proposed 100-point application evaluation framework. Staff will use the commission’s direction to prepare application materials and review procedures and later return with funding recommendations and proposed agreements. The proposed addition of communitywide grants is scheduled for City Council consideration on October 26; no grant awards, contract approvals, or funding amounts were decided at this meeting.

The commission also recommended that City Council accept the proposed 2027 council meeting calendar and citywide dates of significance, intended to reduce barriers to public participation. It approved a recommendation asking Council to explore policy options to support long-term affordability for below-market-rate homeowners facing substantial homeowners association cost increases; staff noted that further analysis would be needed and that the recommendation itself has no immediate fiscal impact. The commission also approved the August and September minutes.
