The City of Bangor Finance Committee met on October 6, 2026, to review bids and purchases. The committee approved staff recommendations for a compact tractor from United AMG Turf for approximately $39,100; a log loader trailer for $48,650, with $13,131.01 in savings from a rotary-cutter bid helping cover the purchase; a Cross Insurance Center boiler replacement, selecting the low bid of $76,000; and acceptance of a vehicle telematics system already installed in Public Works vehicles. For docks 11 and 13 roof work, the committee recommended that the full council approve the low bid from Roof Systems of Maine; the bid amount was not clear in the transcript, and staff explained that funding was supplemented with savings from earlier roofing projects.
The committee also recommended full-council consideration of a $3,871,720 design-build award to Glory Contracting for the Kuskang stream wall repair, funded within a $4 million downtown TIF budget after an RFP process with three bidders. A sewer flow-separation project in the mall/Kmart pump-station area, using the remaining $1.8 million in ARPA funds, was also moved to the full council. The committee deferred the proposed renewal of the 71 Park Street workout agreement pending more information and discussion of the city’s renewal policy. Separately, staff reported that the Finance Department may procure entry-level temporary staff to support data entry while senior staff focus on the audit; no approval was recorded for that potential procurement.
