The Placer County Board of Supervisors meeting on October 6, 2026, approved a CFD formation agreement for the Ranch subdivision with MRP HNH LLC and New Home Company Northern California LLC. The district is intended to fund public-service costs, including law enforcement, parks, and road maintenance. The agreement allows formation after final-map recordation but before production-home permits, and provides for county reimbursement and other protections if the CFD is not formed. The item passed with Supervisor Gore opposed. The board also approved Bickford Ranch development-agreement and map amendments that revise equestrian staging-area timing and accelerate Sierra College Boulevard improvements. It unanimously approved a cooperative funding agreement with the City of Lincoln for the Sierra College Boulevard/12 Bridges signal project and a $11,994,275 FY 2026–27 engineering appropriation increase, offset by revenue. Lincoln’s share is $2.3 million, with additional funding from regional transportation fees and the county fee program.

The board accepted final budgetary schedules and set final appropriation limits. The Auditor-Controller reported $49 million in available General Fund balance, including about $20 million above the amount already approved during the budget process; decisions on its use remain for future consideration. Informational updates covered the Placer Legacy open-space and agricultural conservation program, which has received about $26 million in county open-space funding and leveraged outside contributions toward nearly $79 million in conservation, and the Placer County Conservation Program, which reported roughly $32 million in grants received through 2025. No RFPs or vendor selections were reported.
