The City of Lawrence, Indiana Common Council Finance Committee reviewed the proposed 2027 budget on October 5, 2026, and discussed questions from residents and council members. The proposed General Fund budget is about $32.8 million, including a projected $1.2 million deficit. Finance staff explained that roughly $850,000 in 2025 purchase orders remained encumbered and carried into 2026; the accounting system records the full encumbrance as an expense until it is spent or closed. Unspent purchase orders may be closed at year-end. No contract awards, new purchasing approvals, or procurement-related votes were identified.
Discussion also covered forecast adjustments to employee benefits and department expenses, including reductions based on expected actual spending rather than planned cuts to employee benefits. Staff attributed an increase in state-shared revenue to new revenue included in the budget and discussed a higher municipal-utility payment to the city following a change passed in April. Council members praised the administration’s increased detail about departmental “other” expenses. The meeting adjourned without a recorded motion or vote.
