The City of Norwalk Board of Estimate and Taxation’s regular meeting on October 5, 2026, included approval of a $184,500 Board of Education rollover: $22,700 for previously encumbered purchases not yet delivered, $80,000 for retirement payouts earned in the prior fiscal year, and $81,800 for the Board of Education’s non-lapsing fund. The transfer was approved by voice vote, with no opposition or abstentions recorded. The board also noted that the city’s $500,000 contingency balance had no requests in the first quarter. City officials described a forthcoming review of vacant positions to identify staffing efficiencies and help meet approximately $3.7 million in budget savings; a retirement incentive package will not be included in the upcoming budget because prior savings were considered insignificant.

Oak Hills Park Authority reported about $1.103 million in cash at the end of August, including $106,000 in capital reserves, and said it had repaid the city $33,000 for the first two months of the fiscal year. The authority said it renewed grounds superintendent Jim Shell’s contract for five years. Capital needs discussed included about $17,000 for Stonehouse improvements, as well as cart-path repairs, water-use solutions, and equipment; no approval of these projects was recorded. Golf rates are expected to be discussed at a future meeting. No bid approvals or other formal procurement awards were identified.
