At its October 5, 2026 meeting, the Newton City Council approved committee reports that included two finance items: an $35,032 Community Preservation Committee appropriation for permanent bike-share infrastructure at two recreation sites, and authorization for an intermunicipal agreement to coordinate solid-waste contract negotiations. Both items had passed Finance Committee 8–0. No vendor selection or solid-waste contract award was reported. The council also postponed consideration of a proposed change to the winter overnight-parking ordinance so members could review the language further; the change would give Traffic Council authority to consider existing angled-parking spaces for permit parking, not create new parking spaces.
The mayor and CFO presented the FY2028–2032 forecast and FY2028–2037 long-range financial plan. They discussed future capital needs—including a new police headquarters, Newton South High School renovations, and school construction projects—and said pension-obligation bonds were not currently viable at prevailing rates; the city would return to the council for approval if conditions become favorable. The council was also advised of upcoming Capital Improvement Program discussions. No awards or bids for these capital projects were considered at this meeting.
