York County Council’s October 5, 2026 meeting featured a major update on the county’s Pennies for Progress road program. Staff reported that the Pennies 5 program includes 18 new projects and is progressing within its current budget; approximately 15 miles of resurfacing are complete, eight miles are under construction, and another 30 miles are expected to go out to bid by June 30, 2027. Several road projects—including portions of Highways 557, 72 and 21—are under construction, while additional widenings and drainage improvements are being prepared for bids over the winter or early next year. Staff estimated resurfacing averages about $800,000 per mile, with $1 million per mile budgeted; widening and right-of-way acquisition can cost substantially more. The Lake Wylie Marine Commission requested a $5,000 increase to its annual county funding, from $30,000 to $35,000; Council asked management to review the request and funding sources, with no vote recorded. Council also discussed obtaining bids for an independent data-center subject-matter expert and asked staff to approach QTS about installing sound monitors, but neither was an award or approved purchase. Potential data-center ordinance changes and an extension of the current moratorium were discussed for further study. Council approved a motion authorizing the county to file a declaratory-judgment action concerning the Silfab zoning dispute; no other procurement action was identified.
