Philadelphia City Council’s Committee on Streets and Services held a public hearing and meeting on October 5, 2026, considering legislation on bike lanes, sidewalk encroachments and cafes, a staircase encroachment, and a truck loading zone. Office of Transportation and Infrastructure Systems staff supported authorizing the City Hall bike lane and additional changes to the bike lane on Roberts Avenue. The committee also heard a proposal for basement steps and a railing at 319–25 North 11th Street and an all-day, seven-day truck loading zone on South 23rd Street; the Department of Streets said signs for the loading zone could be posted within 45 days.
No contract awards, vendor selections, spending allocations, or dollar amounts were discussed. The committee favorably recommended the bills considered for further action, with a motion to advance them for reading at the next Council session; the motion passed. Bills 260641 and 260705 were held at the sponsors’ requests. The City Hall bike-lane testimony described safety benefits, while the sidewalk-cafe legislation emphasized compliance with city rules and pedestrian-accessibility requirements.
