At a special meeting of the City of High Point City Council on October 5, 2026, Water Resources Director Allison Craft presented an update on the city’s comprehensive water and sewer rate study, being conducted under contract with Raftelis Financial Consultants. No rate recommendations or new rates were presented, and no spending or procurement action was taken on the study. The review uses a cost-of-service approach to assess how costs and revenues are allocated among residential, commercial, industrial, and irrigation customers, and is examining options such as increasing-block residential rates and flat volumetric commercial rates. The city expects to bring rate figures to Council in early 2027 for discussion and budget planning.
Council members discussed economic-development implications, irrigation use, conservation, the city’s advanced metering infrastructure (AMI), and system development fees. Staff said system development fees were adjusted about a year earlier and are separate from this rate study; the city is considering how best to use those fees to support growth. The agenda was adopted, and Council voted to enter closed session for attorney-client privilege and personnel matters. No contract award, new vendor selection, or specific dollar allocation was identified.
