The City of Morganton City Council’s regular meeting on October 5, 2026, included several procurement and infrastructure actions. Council approved $1,404,500 in installment financing through First National Bank for budgeted vehicles and equipment, at 4.28% for three-year terms and 4.37% for five-year terms, and separately approved the related purchases from vendors listed in an attachment, contingent on closing the financing. It awarded T.P. Howard’s Plumbing Company a $285,500 contract for Hurricane Helene-related water-treatment-plant weir abutment repairs, with a separate $14,275 contingency; approved Wetlands and Waters, Inc. for $5,900 in wetland delineation and permit-amendment work at Catawba Meadows, with a $590 contingency; and awarded Joe Johnson Equipment a knuckle-boom truck purchase for up to $225,000 using USDA disaster-related funds. Each motion passed.

Council also approved applications for $15 million in CDBG disaster-recovery funding for restoration at Catawba Meadows Park and the Catawba River Soccer Complex, and two $1 million Small Business Infrastructure Program applications for field-lighting work at those facilities. In an economic-development update, Burke Development Incorporated reported that its 100,000-plus-square-foot building, expandable to 180,000 square feet, is under construction at Burke Business Park and has been shortlisted for a project; BDI said its board will not sell the building to a data center, directing it toward advanced manufacturing and job creation. The consent agenda included acceptance of a $2,500 grant for updating the city personnel manual and a $3,000 church donation for free swimming lessons. These items were approved as part of the consent agenda.
