The October 5, 2026 Johnston County Board of Commissioners meeting included several procurement- and infrastructure-related actions. The board approved use of design-build delivery for the raw-water portion of the Lower Neuse water supply project, while the water treatment plant is planned for traditional design-bid-build. The project would draw water from the Neuse River, store it in a county-owned quarry, and initially treat 6 million gallons per day, with the site planned for future expansion. Commissioners also approved a resolution declaring intent to reimburse project expenditures with debt proceeds; the discussion cited a maximum reimbursement amount of about $736 million for the broader project, including an elevated water tank. Staff said future budget approval and a separate contract decision would return to the board. The board also approved a nonbinding memorandum of understanding with Smithfield to begin assessing and negotiating a possible transfer of sewer transmission infrastructure; any final agreement would require approval by both governing bodies.
The board approved a Double Bucks pilot with the Clayton Farmers Market to support SNAP users’ access to fresh local food; staff had proposed an initial allocation of about $2,500. The consent agenda passed, including a request to surplus public utilities vehicles, conservation-easement funding, appointments, and two budget revisions (amounts were unclear in the transcript). The board removed the North Side Fire and Rescue item from the agenda, and received an update on possible expansion of the fire protection service district without taking action. It also voted to enter closed session to discuss negotiations concerning acquisition of real property. No vendor or construction contract was awarded at this meeting.
