The Johnston County Board of Commissioners meeting on October 5, 2026, included an update on federal transit funding for the Clayton urbanized area. CAMPO described a proposed agreement among Johnston County, Clayton, Raleigh, JCATS, and CAMPO to administer Federal Transit Administration Section 5307 and 5303 funds. The presentation cited approximately $364,000 in local match for planning and capital activities and $911,000 for operating assistance across the relevant funding years; the county and Clayton would share the local match, and county operating-match funds are already budgeted, primarily for QuickRide. A Section 5303 planning grant of $67,000, with a stated local match of $3,352, is expected to support a Johnston County transit propensity and microtransit study, anticipated to start in early 2027 and take about 18 months. No agreement was approved at this meeting; staff said it would return to the county board on October 19. The agreement has no administrative fees, and CAMPO would manage the study. No procurement award or vendor selection was made.

The board also approved, by motion, a special-use permit for AnthemNet to build a cellular tower up to 199 feet at 435 Taylor Road. Verizon is the anchor tenant and T-Mobile has indicated intent to co-locate; the tower can accommodate up to four carriers. The approval followed a hearing and included the staff-recommended conditions, including reducing the tower’s antenna-array design from six to four; the transcript indicates lighting is prohibited unless required by the FAA. This was a land-use approval, not a contract award. The board also gave staff direction on proposed Unified Development Ordinance revisions, including flexible agricultural buffers, subdivision-review thresholds, and open-space standards; no final ordinance action or procurement decision occurred.
