Cleveland City Council’s October 5, 2026 meeting included several procurement and capital-project measures. On first reading, ordinances were referred for review covering resurfacing Brook Park Road, upgrades to the Bright City lighting system under an agreement with ST Engineering Telematic Wireless, a good-food retailer certification and incentive program, and a land exchange with the Cleveland Municipal School District. Council approved first-reading measures authorizing Ward 13 funds for an annual safety series with Bellaire Puritas West Park Community Development Corporation and Ward 6 Casino Revenue Funds for food cards administered through Fairfax Renaissance Development Corporation. On second reading, council approved contracts for 2027–28 water-main work; a second renewal option for PMG Executive Program Management’s airport development services contract; and an airport inline baggage-system improvement involving Cleveland Terminal and Equipment Company, including related materials and services. Other approved measures included reimbursement to Cuyahoga County for the automated fingerprint identification system and support for the Summer Sprout community gardening program, including agreements with Ohio State University and other entities. The baggage-system ordinance passed 14–1; the school-district land-exchange ordinance passed 13–2, with members citing concerns about school and health-service closures and East Side disinvestment. Other measures passed 15–0. No contract dollar amounts were stated in the transcript.
Public comment raised concerns about data-center siting and regulation, the extension of the Flock camera contract and a potential new vendor, housing conditions and code enforcement, access to city resources, and neighborhood safety. These were public comments rather than council procurement actions. Members also discussed planned investment in Collinwood, including Coit Playground rehabilitation, 40 new homes, and a library renovation described as costing millions, and announced a future hearing on Burke Airport and the IX Center lease. No vote on those items occurred at this meeting.
