The Chattanooga City Council business meeting on October 6, 2026, approved seven purchasing items: a four-year horticulture and green-infrastructure maintenance agreement with 10 suppliers, capped at $592,700 annually; a four-year wastewater pump-station grounds-maintenance contract with Stinnett Landscaping, capped at $75,000 annually; and a six-month, $100,000 extension with Material Matters. Council also approved a $150,000 increase across four property-abatement agreements with TRG Lawn Care, Special Touch Lawn Service, Grass Busters Lawn Maintenance, and River City Remodeling, bringing annual spending to $495,000; an $82,150 Ford F-550 from National Auto Fleet Group through Sourcewell; a five-year single-source agreement with Astecas Systems for asset inventory and work-order management, estimated at $125,000 annually; and $145,080 in police vehicle anti-theft systems from sole-source supplier Trimco Products. An additional $48,000 sole-source Oracle application purchase was reported. Council also authorized a $10,000 sale of city land to support parking at Ordell’s On the Go and approved acquiring property and a temporary construction easement from WDEF TV for an ADA ramp, at a total cost not to exceed $14,330.

In Budget and Finance Committee, members recommended a budget amendment using fund balance for approximately $26.4 million in police service-center mold remediation and expansion, a tiered employee holiday bonus estimated at $2.3 million, $250,000 for WTCI, and $235,000 for Purpose Point Learning Academy; the proposal also includes $250,000 reallocations each for the Bessie Smith Cultural Center and Eastdale Collaborative. These were committee recommendations, not final council approval; a public hearing was set for October 20, with first reading scheduled for October 27. Council approved on first reading an ordinance repurposing remaining Innovation District grant funds for a registered apprenticeship employer incentive fund. It also approved ordinances concerning the commercial property assessed clean energy and resiliency program and the general pension plan on final reading.
