The October 5, 2026 regular meeting of the Pender County Board of Commissioners included several procurement and funding actions. The board approved countywide use of the state contract for Cintas uniforms and approved a $49,800 purchase order with Wooten Company, selected through an RFQ, to update utility design specifications. It also approved the Hampstead well-filtration project with AC Schultes: the project’s original $725,000 budget would increase by about $446,000 following bidding, for an estimated total of $1.171 million, funded from the utility budget and utility general fund. The board supported Pender Adult Services’ FY2028 DOT grant applications; the presentation cited a $37,200 county match for a $248,000 grant and a $128,000 match for a roughly $257,000 operating grant. The grant application’s spending breakdown was requested for the board, and the motion to support the applications passed.
The board tabled a requested $150,000 for renovations to four units at Seven Oaks Apartments pending revised scopes, rebidding, and review; officials said the work would be advertised and discussed the county’s formal-bid threshold of $90,000. A proposed fleet-garage design expenditure of about $1.3 million was also tabled until the county manager could coordinate with the school board and return with more information on users, design, and funding. Commissioners discussed improving bid transparency and providing more information on consent-agenda spending. Other topics included a proposed livestock arena, water access, the Maple Hill Post Office, and zoning matters; no county funding decision was made on the arena proposal.
