The City of Cheyenne Public Services Committee met October 5, 2026, and considered third-reading annexation, zoning, land-use, and plat items, primarily for the Hitching Post District and a proposed development near Apple Street and York Avenue. The committee recommended approval of annexation and zoning actions for the Hitching Post District, including a 652-acre Business Park rezoning; the developer’s representative said proposed covenants would prohibit data centers there. No contract awards, vendor selections, or direct purchasing decisions were identified; the spending-related discussion concerned private development infrastructure and potential public exposure rather than City procurement.
