The October 6, 2026 Tracy City Council meeting approved participation in California’s Uniform Public Construction Cost Accounting Act (CUPCCAA) and related amendments to the Tracy Municipal Code. The council unanimously adopted the participation resolution and approved the ordinance updating public-project bidding, contractor registration, and related procedures; staff was directed to notify the State Controller’s Office and implement the required accounting and outreach processes. The framework allows public projects under $75,000 to proceed without formal bidding and projects up to $220,000 to use informal bidding, with the stated aims of reducing administrative burden and broadening contractor competition. No specific construction contract or vendor award was made.
Council also discussed a proposed small-business incentive framework, but did not approve program funding or final guidelines. The proposal included façade/property assistance—design support estimated at $5,000–$10,000, smaller grants of approximately $10,000–$15,000 without a match, and a major grant with a 50/50 match capped at $75,000 in city funds—as well as marketing and business-activation programs. A $300,000 façade-program figure was discussed, including a possible allocation between downtown and other areas. Council feedback called for considering citywide eligibility, safeguards for smaller businesses, local vendors, and measures to assess results; staff is to refine the programs and return with guidelines, funding sources, and any appropriation requests. Public commenters also urged cancellation of the city’s Flock Safety camera contract, but no council action on that contract was recorded.
