The October 1, 2026 City of West Chicago Infrastructure Committee reviewed 2026 capital work and recommended the FY2027–2031 Capital Improvement Program and Motor Fuel Tax (MFT) program for inclusion in the city budget. The committee approved that recommendation by roll call. The five-year program totals roughly $126 million across funds, or about $25 million annually; staff said nearly all of the $11.3 million discussed for a group of projects was secured, with about $1.2 million still pending. The 2026 recap covered 23 projects, with spending tracking about $768,000 below the overall budget; staff anticipated a change order for the Western and Downs Drive project, potentially coming to the committee in November, due to quantity discrepancies. Members also asked staff to examine whether Whitney and G View could move from 2029 to 2028 in the paving program.
The committee approved change order No. 1 to the 2026 water treatment plant waste lime sludge removal contract with Synag Central LLC. Staff said the added language addressed weather-related delays and potential changes to state law; the contract amount and deadline were unchanged. The agenda also identified a contract award to SE Industries LLC for City Hall rooftop-unit replacement, not to exceed $94,320, and an IDOT joint funding agreement for the 2027 Industrial Streets Improvement Project, Phase B; the transcript does not clearly capture their dispositions. Discussion of future capital needs included water and sewer improvements, facility repairs and a possible Public Works facility expansion, which staff estimated could cost substantially more than the $11 million currently shown across program years. Vehicle replacement schedules have been extended amid higher equipment costs, and specialized trucks may take 12–18 months to deliver.
