At its February 7, 2023 City Council meeting, the City of Sacramento approved the consent calendar, Items 1–19. Councilmember Maple requested a 12-month report on outcomes from programs investing in Oak Park and the Aggie Square impact zone, including utility-bill assistance and affordable homeownership support through Habitat for Humanity; the transcript gives no dollar amount for those consent-calendar items. The principal procurement- and funding-related action was approval of the San Juan Apartments project. The agenda described a $2.545 million conditional loan commitment, while staff discussed a $2 million city loan, a seller-carryback loan and total Sacramento Housing and Redevelopment Agency funding of $22 million. The $75 million first phase, developed by Mutual Housing California after a prior request-for-proposals process, is planned for affordable housing at Stockton Boulevard and Young Street. During public comments, construction-union speakers urged the city to include local-hire, apprenticeship, healthcare and contractor prequalification requirements in construction contracting, and to reconsider no-bid or low-bid requirements; no council action on those proposals appears in the transcript. Other commenters opposed police military-equipment purchases and called for a halt to further purchases, but no new purchasing decision is recorded. The meeting also included recognition of Team Rubicon’s storm-response volunteers and graduates of the Boards and Commissions Leadership Institute.
