The Minneapolis Climate & Infrastructure Committee met on October 8, 2026. It approved the 2027 assessments for street lighting and street maintenance on non-governmental tax-exempt parcels, with rates remaining at $0.00392 and $0.01957 per square foot, respectively. The committee also approved 2027 operating plans and service charges for multiple special service districts. Staff said services such as snow removal are delivered through competitively bid private contracts and that recent bids reflected higher equipment, labor, and insurance costs; the city is using district surpluses and adjusted budgets to moderate increases. Members asked about contractor performance monitoring and penalties, and staff described invoice checks, service tracking, and contract penalty provisions.
The committee approved several procurement and infrastructure items, including bids for concrete crushing, Hilton Ramp sanitary plumbing replacement, maintenance-hole spray lining, and generator fuel-storage work, plus a contract amendment with Thomas and Sons Construction for the 26th Street East and Hiawatha Avenue safety project. It authorized a 10-year recyclable-materials processing contract, with a not-to-exceed amount of $5.9 million; staff said the RFP received one response and that negotiated pricing was lower, while noting commodity revenues can fluctuate. It also approved a one-year 2027 extension of the Hennepin County incinerator agreement, which staff estimated would save about $5.5 million compared with proceeding without the hauler agreement. The commercial and multifamily energy-disclosure repeal ordinance was continued to October 22 for further discussion. A boulevard-ordinance implementation report was received and filed; no new procurement action was identified on that item.
