The City of Santa Maria’s October 1, 2026, mandatory pre-application workshop covered CDBG public-services funding for fiscal year 2027–2028; capital funding was not addressed and will have a separate workshop after the City receives further direction. The City estimated approximately $1.4 million in total CDBG funding and explained that federal rules cap public-services spending at 15% of the allocation. Agencies typically receive $15,000–$20,000, with a maximum award of 10% of the anticipated public-services allocation. Funding is limited to services benefiting Santa Maria residents and must meet a CDBG national objective; local review also considers community priorities, agency capacity and experience, other funding sources, and cost-effectiveness.
Staff reviewed application and post-award requirements, including the November 22 application deadline, reimbursement-based payments, supporting expense documentation, beneficiary reporting, and monitoring. Funding covers eligible expenses incurred from July 1, 2027, through June 30, 2028; earlier expenses cannot be reimbursed. Staff said some direct rental assistance may be allowable subject to restrictions and promised follow-up guidance. No awards, procurement contracts, or votes were made at the workshop.
