The City of Jackson, Tennessee Budget Committee met October 1, 2026, to review the FY2028 budget calendar, revenue outlook, and budget amendments. Members planned to update the forecast, discuss debt capacity at a future meeting, and refine the seven-point budget priority rubric, including how departments justify capital and operating requests. The committee also discussed developing a sign-up requirement for public comments and reviewing potential revenue opportunities, including parking; staff expected to provide a parking memo next month. Revenue reports included August local-option sales tax of about $2.5 million, up 4.7% year over year, and property-tax collections at 97.3% of adjusted billing. Staff noted an unresolved tax-file loading issue and said notices were scheduled for October 8.
The committee approved multiple budget amendments and related spending adjustments. These included $44,800 for groundskeeping equipment from proceeds of selling two backhoes; $69,000 reallocated from fire communications to a fire-station exhaust system; $15,145.88 for a Canalco elevator repair; $40,000 from donations for replacement police dispatch workstations; and $39,000 in ARPA funds for snow-removal equipment to outfit two vehicles. Other approved amendments recognized or aligned grant funding, including $60,000 in Tennessee Law Enforcement Training Academy cost-sharing, $44,370 for a police grant, $15,000 for a police-retention grant, and adjustments of -$38,176 and +$11,592 for Recovery Court and Mental Health Court grant budgets. The committee also discussed moving funds to support senior-center rentals and transferring restricted drug-fund money to outfit a K-9 vehicle; amounts for those items were unclear in the transcript. No vendor selections or named contract awards were clearly identified.
