The DuPage County Police Records Management System Oversight Committee met on September 30, 2026, and considered recommendation PRMS R0000002-26 for a Mark43, Inc. police records management system serving a 25-agency consortium. The negotiated contract is valued at $4,486,000 over a seven-year period—one implementation year plus six years of use—down about 18.5% from an initial proposal of approximately $5.5 million. Negotiated provisions include migration of data from both the current Hexagon system and the older Net RMS system, a crash-reporting module and a technical account manager at no additional cost, milestone-based payments tied to setup and acceptance, county ownership and export of data, and contract terms addressing cybersecurity and AI. Pricing is fixed during the initial term; renewal increases are capped at 3% or local CPI, whichever is lower. The committee did not approve the contract: members raised concerns about having too little time to review final documents, and a motion to table the item until a special meeting on October 6 at 3 p.m. passed by roll call. Final county approval had been anticipated for October 13, subject to the committee’s action and subsequent review.

The committee also received an update that the intergovernmental agreement had been sent to participating agencies and communities for signature; the County Board was expected to consider signing it on October 13, with other agencies to return signed agreements as soon as possible. Members requested that updated cost analysis be discussed at the October 6 meeting. The prior meeting’s minutes were approved, and members discussed identifying a replacement for the chiefs’ representative who had been involved in the system negotiations.
